The FIFA Football Agent Regulations (FFAR) implements the "Client pays principle" (refer to art. 14), which means that only the Client who has engaged a Football Agent to provide Football Agent Services is responsible for paying the service fee for the services provided. This implies that if a Football Agent is representing a player or coach in their contract negotiations with a club, it is the player or coach who is liable to pay the relevant service fee. It is not allowed for the employer, such as a club, to pay the service fee on behalf of the player or coach.
