Article 24 of the FIFA Football Agent Regulations (FFAR) addresses this situation. First, FIFA must recognize the national licensing system established by the relevant national law. If the member association has successfully completed this process, licensed sports agents under that system are exempt from taking the FIFA exam to obtain a Soccer Agent licence. However, to obtain this equivalency, individuals must:
- Submit a special Soccer Agent licence application in the FIFA Agent Platform through the “National Law Path”.
- Provide proof of their licensing to provide Soccer Agent Services according to the national laws in the relevant country or territory before the FIFA Football Agent Regulations (FFAR) came into force.
- Meet the FIFA Football Agent Regulations (FFAR) eligibility requirements for Soccer Agents.
- Pay the annual licence fee to FIFA in accordance with article 7.
The relevant member association and FIFA will review these applications. If the review is successful, the applicant's national sports agent licence will be considered equivalent to a Soccer Agent licence under the FIFA Football Agent Regulations (FFAR), and they will have the same rights and obligations as all Soccer Agents (except for the requirements for continuing professional development for five years).
